En cuanto a la institución, añade que, cualquiera fuese su forma, bien se ve que ella se efectuó en una ceremonia religiosa bajo la autoridad apostólica (cf. 13, 3) y que si bien no consta aquí la imposición de manos, como en el caso de Timoteo (cf. 2 Tm. 1, 6 s.), debe suponérselo por analogía. 24 Recorrida la Pisidia llegaron a Panfilia,
